It’s really not a horrible plan. They already have their provisional heroes license and they’re literally going to hero schools to be future heroes. If the Pro heroes fail then is everyone suppose to just sit back and accept it? Rely on regular police, firefighters, EMTs, etc. to go against villains with quirks?
