I can't remember which movie but Steve Rogers said to Sam "you're a good man Sam". That's why Steve chose Sam to carry the Shield I think the pressure of being " Captain America plus not getting any results was getting to John Walker. That's why he was acting all twitchy and off before he even took the serum. I think he took the serum after his conversation with Lamar.
