So, while I agree that one tribe of ghost elves are preferable to many, I could see two ways of turning them into a recurring thing: 1) their city is unmoored, and the opening moves about. As such the PCs can encounter them wherever, they might encounter lost ghost elves, and tethering them could be a side quest. 2) similarly: the escape from hell shattered and scattered the city. As such, little enclaves of ghosts elves can be found all over the place, and the PCs can help them find each other and reassemble their city.

I like the shattered-city idea. You would just need some macguffin to restore the portals that connect the different parts, but then you'd still have to get physically to wherever they were.
