The Sahuagin didn't really get a big 2e adventure appearance until the Monstrous Arcana series which came out a few years after this book. They do, however, date all the way back to the Blackmoor setting so their being awesome might predate my playing AD&D.

I feel like their popularity might rest on appearing in the U-series modules for D&D, but I could be wrong.

Maaaaaaaaybe but they don't even show up until the last adventure in the series (they are the eponymous Final Enemy). Before that the U series was mostly concerned with bog standard (pun intended) lizard men.
