I was also thinking that the Spell Weavers are the servants of an extraplanar magical god who is actually the source of power for certain kinds of magical items. It's power is diminished so they have been sent to retrieve them, and perhaps also put a stop to their production. So they'll also be raiding some kinds of production centres, perhaps those linking to an ongoing war.

And my other more Spelljammer in flavour is that they are the parasites/symbiotes of a hulking great space god which comes round in orbit every so often. They need to sustain it with magical items so there's a short period in which they hit up places, and then they don't come back for another millennia or so.
