I wonder whether the reflector was designed for DMs to remove excessively powerful magic items from game play. I could see that generating player resentment quickly. Alternative in-game explanation: unethical archeologists from the future.

Yeah, that's what a lot of people seemed to think. I never enjoy that stuff: no such thing as an in-game solution to an out-of-game problem. But future archaeologists (or future treasure hunters) are a great idea. "An original Rod of Seven Parts! Good thing we got here between the moment is was assembled and the moment it was used to save the world!"
