I wonder if the Grugach and Snow Elves from that Dragon magazine were a TSR response to the Elf Quest comic series which was very popular at the time, and presented elves in a much more "earthy" manner than the Tolkien-themed AD&D offered.

Could be! I think in general there's a continual nicening of monsters that are supposed to be enigmatic or sinister, and then that calls for new monsters to fill those roles.
