Is 'itch' appropriate when expressing the feeling of wanting to do something but restraining oneself? I found other words "restless" "fidget".

Yup, an itch is when you have a desire to do something, as well as when you want to scratch something. Likewise, when you fulfil that desire, it's also jnown as "scratching that itch." "I have an itch to play an MMO game, so I logged into Phantasy Star Online, which scratched that itch." English can be confusing with lots of idioms and sayings and phrases.

Fidget is probably most appropriate for this situation because it refers to the sort of motion someone who is craving but also restrained would make.
