What I imagine happened here is the show's crew genuinely did intend while ending Season 6 that the next season would be all about an epic war between Heaven and Hell...and then the time came to actually start putting that season together, and they realized "Oh crap, there's no way we can possibly do this on anything close to our budget. Well, I guess we'll just wrap it up in the premiere and then pivot to another story."
