There’s a few seconds of silence, and then the Hokage leans forward.

“Naruto… Haku is not just your friend. She has sworn herself to your service. As she said, she is loyal to you and you alone. You can give her orders, and she will follow them. I must know what you will command her to do.”

Naruto might be naïve and innocent and maybe just a little slow, but it seems the Hokage has some experience with that. And that’s that. She supposes that expecting anything less from the God of Shinobi would be foolish. If there was anyone who would raise a fuss over the Hokage’s decision, they would undoubtedly do it in private.
