Wasn't the age of consent 13 not too long ago in Japan? I think thats why it isn't a completely crazy concept for Hakaris mom to have a baby at that age. It was only 13 on a national level, most prefecture laws had it raised to 16+ for a long time, only a few small areas were still going by national law so they didn't think it warranted a change, but they ended up doing it.
