I think Shaddiq's goal is to gain control of the Benerit Group to give assets (I'm assuming this means mobile suits and other weapons) to Earth so that Earthians will be a formidable force comparable to the Spacian elite, rather than the current situation where the Earthians are oppressed. Once the Earthians are strong enough, Shaddiq's ideal scenario is that this will create a "cold war" type scenario where tensions between the two groups will remain high, but will never directly declare war on each other. Tbh I think is a pretty flawed plan with some logical fallacies lol.

His main goal is profits, so a constant delivery of armament that wont ever be truly used, means that he will have a constant flow of cash. But even then it is a flawed plan that seems to be easy to get involved on the plans of others. In that sense he's like some previous characters that only seek profit out of the main conflict the protagonists get involved in. Nobliss Gordon comes to mind and the trap he left to the people on the Dorts, space ports near earth. One of those scenes that makes sure word Blood on its title makes sense.
