Oda effectively pretty much stated it outright in Q&A in regards to Doffy & Violet, albeit not actually using words directly confirming it (i.e no use of words like "sex" etc etc, just implications to that type of relationship). Yes and no. While Franky is the only one who knows how to build Pluton, the ORIGINAL Pluton still exists in the world. This is why they didn't originally destroy the blueprints, because you need to know how to BTFO & counter Pluton if it happens to become active at some point in the future, so you need to be able to build your own Pluton or w/e potentially, since it's too busted to be destroyed by normal means, by definition. Technically it's not equitable. Orochi was Kaido goon tier at most, whereas Big Mom is actually Kaido tier powerscale-hierarchy wise
