Elmesia and Dwargan are not the same. They may be leaders, but they are not remotely equal in status or power as national figures. There are 12 kingdoms in Elmesia, thus 12 kings. And she rules over them all. So she is a tier above King Dwargo. He runs one nation, she runs 12 essentially. If you're talking on grounds of diplomacy, they are in a private setting not on a public stage. So their banter is acceptable. From a strategy standpoint he is not even close to her either. She outclasses him in everything, not just power scaling. So no, they are not equals. Even on the world stage they are not equals or peers. As for your comparison with America... we already do that. We flex our power all the time. We have politicians in the senate openly telling the world court to F off. And we belittle other countries on the daily. None of this is done in secret. We violate treaties, borders, and law with little to no regard and we do it flagrantly.

Without any spoilers. Diablo, Guy, and Milim are about the same in terms of power. Veldora is stronger than them. Where Diablo falls short is in skills. They have more and strong skills. So at this moment in the anime. Diablo is stronger than Rimuru.

Veldora regularly fought Dagruel to a draw. Luminus can toy with Veldora when she's angry, though he doesn't take it seriously. Overall, we can assume that whilest Veldora as a True Dragon has a boundless amount of magicules, he's probably not that much stronger than either Luminus or Dagruel. Yet, everyone among the demon lords has complete deference towards Guy. He's the undisputed leader of the demon lords. When Rimuru asked Veldora about all the demon lords prior to Walpurgis, Veldora dodged the questions about Guy, trying to find excuses as to why he never fought him. ("It's too cold, I never wanted to go there, yadda yadda") Based on all of those circumstances, we can confidently assume that Guy is stronger than Veldora and stronger than most of the demon lords. (Guy even said that Leon has a whopping 1-in-a-million chance of beating him.) Comparing Diablo and Milim to Guy becomes harder, since it requires information that will be made available in further seasons down the line.

The deference from the non-noob members of Demon Lords has more to do w/ Guy's background & who he knows tho, not his own pure power per se. Most of the True Demon Lords/equivalents from races that can't evolve into True Demon Lords due to mechanical reasons were alive back in the OG days, so they know his station etc

About the power of Primordial demons in general (without spoilers), the power you see them use in the show, aka in the physical world, is limited by their physical body. However, while outside of the Physical World, aka while in the spiritual realm, Primordials are on par with True Dragons. The actual strongest beings in general are the True Dragons, like Veldora and his siblings(one of which is his eldest sister that you saw in season 2 together with Guy Crimson). Miilim is the daughter of Veldora's eldest brother (who you learned in the Milim fairy tale in season 2 that his power was transferred to his daughter and then he died not long after).(this is similar to the Tengu wife of Hakuro losing most of her power due to it being transferred to her daughter). As such, Milim, power-wise, is counted as though she was a True Dragon. In the Milim fairy tale, it was also shown was Guy Crimson and Ramiris(adult form, aka at max power) are also on par with Milim, and counted in the same tier of power as the True Dragons. This tier of power is the one that is known in the series as Catastrophe (and is often used to describe Veldora). So the current body of Diablo (as a Demon Peer/Daemon Lord, depending on the translation) only allows him to be on par with an average Awakened Demon Lord (like Luminous). It gives him more magicules than normal Demon Lords (Demon Lord Seed), but with the control of magicules, the mental capabilities and the skills of a Primordial. Because of this, Primordials in such a state can be considered at the level of Awakened Demon Lords.

Elmesia didn't think that Rimuru was weak per se, but more so that because of Raphael it's impossible to perceive exactly how power Rimuru is. Diablo is currently about on par with Luminous. (He could've become much stronger in the far past, but he chose to stop himself from evolving because he didn't want to become so powerful that he wouldn't be able to enjoy battle anymore). She likely assumed that Rimuru was thus about on par with Diablo, and thus though that even if Rimuru could fight and maybe beat Diablo, that it would be a difficult fight and that Rimuru would only be able to act against Diablo after trouble rather than be able to easily stop it before. She also didn't expect how tame Diablo acts towards Rimuru. That Diablo will actually listen without needing to be controlled by force.
