Gollum did play for good, as Gandalf said in the first movie. If Gollum hadn't been there at the end, Frodo would have taken the ring, and it wouldn't have been destroyed. Also, Gandalf brought three eagles with him, one for each of them, because he didn't know Gollum was dead and intended to rescue him too.

Since Hobbit's feet are big, thick-skinned and hairy, they don't wear shoes. The hair is to keep their feet warm. Since they have feet like that, their culture never evolved to make or wear shoes; it's like an evolutionary holdover from primates. That's the scientific answers, but I believe Tolkien's reasoning was more thematic. They are a peaceful people who live in a lush and green land with no sharp rocks or snow.
