It wasn't a mistake made. It was a risk assessment. How were the dragons behaving, and what were the risks if they were appearing as humans. The same risk assessment is what made the sphinxes decide to not make Medallions for the nemean lions. Remember how DDraig Wen behaved in chapter 3 of Illumination. Her, behaving in a similarly imperious way, disguised as a human, and using her dragon abilities. Too big a risk.
