The problem of XNA render, happened on DMC5 models. I just setup hair on simple mode. You can find kanbara914 version to learn how to re-setup textures.

Incase anyone else is having problems with the transparent hair, click Modify - Material Editor. Select 6_Hair3_0.1_0_0 and click OK. Untick the transparency box, this will fix your problem :) - Also enable Back-face culling and Always force culling in Options. Enjoy!
