To increase their defenses in case of war Academy City has decided to increase its military and espers strength, Kuroko's experiment was a bit particular.

Her shoes and socks were removed and her ankles and toes pinned, after which cylinders with feathery fabric began to rotate horizontally on her soft, small soles, triggering Kuroko's uncontrolled laughter.

The purpose of the experiment was to train Kuroko to teleport body parts individually, so in this case, not being able to physically escape by moving her legs, her first instinct would have been to try to teleport away her feet.

However, despite being extremely sensitive to tickling she seems to be enjoying herself, scientists may feel mocked and could turn Kuroko's workout into a torture that's not too fun for her, really showing her what tickling torture can really do turning her pleasure and fun in desperation.
