One idea to save time on pages if you didn't want to do the wedding dress and move on with the story. You can just have Bellett show up later in the story like a fanfiction epilogue for the character. Maybe she escaped from Impel Down with everyone else, went back to her kingdom and is now getting married off as the princess to establish a new royal family, hence the wedding dress.

☝️🙂 Dear author, artist and creator, we have voted for a PRINCESS dress (not for a wedding dress). It was a regular vote with suspense and the princess dress won. 👉This vote, or survey, was proposed by yourself without anyone forcing you. Not delivering what was promised would be, in my humble opinion, a denying of democracy. Surely, the community will accept it eventually and it could seem it's not so big an issue. But the next time you propose a vote, people will take it less seriously and maybe they won't even vote anymore. It is exactly what is happening on a bigger scale in my own country, and probably on other countries as well... 🙂
