Personally, i think it would be better to make skirts as an accessories and underwear as bottom clothes, just my two cents.

Hello, if I make the skirts an accessory, they would have to occupy a very small texture space and would be low-res in game :( I know it isn't ideal, but in order to make it a nicer texture, the skirt had to be bottom options and the small underwear had to be placed as an accessory.
