Districts 1 through 85 are Alba only inside the walls, and the rest of the no mans land outside is the 86th district where Shin and his unit ( and others like them) are used as a shield against the Legion. There's a bit of wordplay here as well, as the term "86" refers to someone being kicked out or banned from a place, hence the 86 are the ones forced out of both the 85 districts as well as from the category of "human" by the Alba inside.
