As of May 2013, all mechanical tethers (orbital and elevators) are on hold until stronger materials are available.[https://en.wikipedia.org/wiki/Space_tether]. Apparently the Japanese tested a related concept in 2010.

Whoops... The heat from re-entry isn't from friction - it's from compression. When a fast-moving object hits the atmosphere, it compresses the air in front of it, which heats it up through the same principles that make refrigeration work.

No, the compression works regardless of which direction you're travelling. It's dependent on speed.
