I kind of agree with what they said about the last part racing (hah. episode title) through introducing new characters. Unfortunately the anime needed to pack A LOT of info right into the start, so the pacing is a bit odd at some points. It, like every other aspect of the anime, will get better. We do keep jumping from one group to another, but it will become more fluid and natural once the different factions start meeting and interacting.

Also, Tsurumi may be the most unhinged at the moment, but you'll come to find that there aren't many HINGED characters in GK as a whole.
