Mild Spoilers ahead... I actually didn't realize Tsurumi brought up his real goal for the treasure this early - it's phrased vaguely, and he's being played up as psycho, but he just came out and said it. I thought it came later on in the story.

Through the rise and duration of Imperial/Fascist Japan, the Japanese army had a ton of issues with military chain of command. Units, commanders, or generals would often go outside of orders to do whatever they personally wanted in this time period in pursuit of glory. Assassination, deciding to invade Taiwan, a soldiers rebellion are just some of the examples. So that a unit would go off and do this is very believable.
