Na both movies are 100% canon you'll just never had them directly mention it. One of the quirks Shiggy repeatedly uses throughout the fight is the main ability of the baddie of the 2nd one and then at some point the kids are shown reacting to something on tv. Youll just never get the moment of them being like "Remember when we hung out on that island and Bakugo became the 10th user for 5 minutes?"

They are definitely 100% non cannon lol even horikoshi said himself he had no idea why they made a third movie. non of that happened and they only add those things to convince people its cannon so they go and watch the movie.

The Movie characters appear in the Manga, so the movie original characters in the second and third movies are canon. Chapter 384 Soft confirms the canonical value of the movies

My stance has always been if the main series doesn't actively reference the events of the movies in a meaningful way, then I just ignore it. Thats not to say the movies are bad, or I won't watch them, they just aren't important. It's like filler, technically they are cannon, as they are part of the main series, but if they don't actively contribute to the story, I'll just ignore them, continuity wise, even if I had fun watching them.
