I wouldn't say they're sending the 86 to another suicide mission; they're sending them because they know they're the best and most likely their best chance at succeeding in this type of mission. If anything they're more prepared compared to beforehand because they have the backing of 3 countries and support. This is also the problem with the 86 where they despise people pitying them. A toxic trait they developed from their time in the 86th sector, fighting for their pride, leading to alienating them from other people like the Federacy soldiers. Where the latter would look at this mission as impossible, the former just thinks of this as another day which sort of leads to one of the reasons for the animosity against the 86.

Morpho fired on the Republic in an earlier wave. It was when Frederica had a vision during Shin's battle. She saw Kiriya firing and the 5 colored flag of the republic burning. He took down the Republic's wall Gran Mur.

Even Shin thought it was a suicide mission - he finally said sayonara, something you say when you don't expect to see that person again. You might say he thought Lena was dead, but the timing of this right before accepting the mission... that shows even Shin considered this a suicide mission.
