That dance really was wonderfully animated, love it. The reason why Legoshi's fur was cut is so the Shishigumi won't recognize him, He has to go in and out of black market after all. In an extra for the manga it says Pina has 5 girlfriend at the same time, so he is quite literally horny.

Part of it is that he feels better about working in the black market because it's "honest". He's doing exactly the same sort of maintenance of the status quo he would've done as a Beastar, but he's a knowing and willing cog in the machine, dealing in the world "as it is" rather than the fake reality that society portrays and upholds in public. And that gives him a measure of peace....but...he's also lying to himself since he broke his vow to Tem that he would challenge and fix society (hence why he left an "I'm sorry" at Tem's memorial when he went to school to turn in his resignations), because he balked at the pressure to change society, and instead wants to just patch the most glaring cracks in the system rather than actually fixing anything. Though part of this is due to his own personal biases clouding his judgement as to what the "true" state of the world is, so he's wanting to make the system run efficiently for how he understands that "truth".
