Personally, I don't think Echidna is as bad as Subaru is making her out to be. Yes, she's a Witch, but that shouldn't automatically make her "evil." Saying she's "evil" is hella shallow and narrow-minded. She's living up to the "sin" that she represents. I'm not saying she's a good person either. I'm just saying, these witches seem like not a simple good or evil kinda thing like you'd get out of a fairy tale. Also not saying he should've taken the contract or anything, just saying he was overreacting and exaggerating a bit.

Well there is a line between what is evil and what isn't. Echidna only cares about herself and nobody else. So like with making that promise/contract with Beatrice was only sate her own curiosity without any care for what it did to Beatrice living 400 years trapped in that library. So yes she is a witch and for a mortal being unfathomable monster like Subaru said. Although in the purest sense she isn't evil. Going with DnD aligment would call her Pure True Neutral =)

I'd class Echidna as chaotic neutral, really. She doesn't care what happens per se as long as she gets knowledge from it, doesn't abide by any rules or values or code, and will do absolutely anything to get what she wants with pretty much zero good or evil intent.
