It's not actually a one off. He was introduced in episode 5 (remeber the twin fight episode?) he plays such a big part in the manga though that he was considered the 8th host.

I think the next two or three episodes are a little "weak" but after that every episode is more solid not only in information but also in comedy

Cats actually are capable of loving humans despite the stereotype of them just hanging around for food. You hear plenty of stories of cats keeping abandoned babies warm and crying out until someone finds them. Honestly I’m pretty sure that cat is just one that hangs around the school that was looking at her out of curiosity and it just wanders off after big brother shows up.
