The reason Reinhard said "Although i doubt any non-believers would be on Earth" is because as Konev said in the episode, on Earth religion and the state are one (aka theocracy), there's no religious freedom, so non-cultists wouldn't live there. It would be like being an atheist and willingly live in Saudi Arabia or Iran.

2021-07-08 05:15:43 I believe there is a sizable population on Terra that is non-cultist. In Nazi Germany, about 30-35% of the population are Nazists. The rest of the Germans don't subscribe to that crap but choose to live with it due to: 1) fear of retaliation, 2) complicity by turning a blind eye & 3) nowhere else to go.

I wish there is more discussion on how Reinhard has no love for life the longer the show goes on. People fall into that state when they faced setbacks and have no objectives to strive for. Reinhard lost his sister and sworn brother. He might never have the chance to resettle the score with Yang. He essentially achieved his life goal of conquering the universe. Governance bores him. He has no more rivals to defeat on the battlefield. The way he nonchalantly says anyone is welcome take a shot at his life is unnerving. That explains why no efforts were made to secure Kummel's mansion before the visit. Also, having a locket containing Kircheis's hair is not normal. The fact that he keeps a relic of a once living being on his person everywhere he goes is creepy. Reinhard fingering the locket is not to bait Kummel; it became a natural reflex or soothing ritual whenever Reinhard is feeling angry, moody, depressed, agitated, etc. No wonder his subordinates don't know what the locket is for. If they ever find out its contents, they might start questioning the Kaiser's mental health.

You do know that there's a royal decree branding all atheists as terrorists, the calling for atheist thought in any form as terrorism, and that apostasy is punished by death there, right ?
