The reason why the Empire did not attack Heinesson from the beginning was explained before Vermillion started and mentioned again in this episode. Hilda actually raised this idea to Reinhard but was rejected because he wants to win the war by defeating Yang Wenli, the best commander of the Alliance. He craves the challenge. This will make his victory glorious and legitimate. What Hilda did will cross Reinhard in 2 ways: by undermining his decision and authority; being handed a stolen victory in a fight he actually lost. The latter reason will sting Reinhard the hardest, given his competitive and proud personality.

I understand why you might want to sing Hilda praises, but from Reinhard's perspective she went entirely behind his back and handed him this ceasefire victory he didn't even want. I doubt he's going to be as impressed as you are. He specifically wanted the fight to be the determiner, otherwise he would've skipped the whole thing and just sent everything to Heinessen himself.

Once again, I must make the comparison to Caesar's Crossing of the Rubicon to Yang's current predicament. He 'could' just attack Reinhardt despite the ceasefire order and save the Alliance, or he could obey orders from the government and cease hostilities. The only difference is that while Caesar crossed his Rubicon, Yang didn't.

They really don't pay attention to Reinhard's characterization as much as they do Yang.
