I don’t know much about Romano-British history, but I believe that Gratianus’ faction are supposed to represent the native British inhabitants that sought to maintain Roman culture on the British isles after the Roman Empire abandoned the isles. I don’t know any specifics about the historical accuracy here, though.

Per Jacob's question "how gone is the Roman empire": you could argue it wasn't gone at all in this time In fact, while we say that "the Roman Empire fell 500 years before Vinland Saga", that's an oversimplification linked to the popular myth that "in the 5th century, barbarians invaded, Rome fell and civilization collapses". In reality, the collapse of Roman authority was a multi-century nuanced process with significant regional differences. Brittania, being at the fringe of Roman authority, witnessed a "hard" Roman exit and has the fewest artifacts of that age. Britannia was a frontier outpost, and at the turn of the 5th century Rome stripped its legions from the island in multiple stages as different emperors needed resources to fight off threats to the homeland or to press their claim to the throne. The next 2 centuries (late 4th to 6th century) is known as the 'Sub-Roman' period as the Romano-Celts civilians had to protect themselves from the intensifying raids of foreigners. The most important conquerors, the Angles and Saxons, took control of modern day England founded the "English" kingdoms that are fighting against the Danes in the period. In their histories, they used the term "Welsh" (old English for "foreigner") to refer to the native inhabitants of Southern Britain. The kingdoms of southern Wales (of which Morgannwg is one) have a cultural history with these folks, with Morgannwg in particular being linked to the Silures--a celtic tribe that came to terms with the Romans in the 1st century and had a Roman legionary fortress (Isca Augusta) established within their territory. These kingdoms resisted the encroachment of the Angles and Saxons and some trace the King Arthur mythos to these conflcits. So even in Brittania, the most estranged region, there were semi-rump states that claimed Roman descent. The closer you get to the Empire's heartlands, the more you see folks claiming legitimacy from Roman institutions. What's important to understand is that there was rarely a 'rip and replace' of Roman insitiutions and even the so called 'barbarian conquerors' (e.g., Ostrogoths who took over Italy) tried to maintain Romain institutions just with themselves as a ruling caste. In this time, the Eastern Roman Empire (Byzantines, from AoE) was still the preeminent state in the Mediterranian with a direct lineage to Augustus. In the West, the Pope was (and is still) Pontifex Maximus, i.e., the chief priest of Rome. From that authority, Charlesmagne in France/Germany was crowned the new emperor in the West just 200 years before Vinland Saga and that title was revived by Otto the Great just a few decades before the series by Otto I of Germany.
