It's a local anesthetic, similar to what you would get in your mouth when you get a tooth pulled. Small correction, their cheers would not rhyme because the crowd would call Ippo "Makunouchi". I know its sometimes hard for us westerners to remember but Ippo is his first name, and Makunouchi is his last name. Sendo is the last name and Takeshi is his first name.
