Apparently Araki himself denied that, stating that he is not that much of an asshole, but it's pretty clear that a lot of the mangaka aspect of Rohan is based on the man himself.

If Hazamada had been there before, Rohan would've known about other stand users since he could've read about them from Hazamada, and wouldn't be as surprised when he read Koichi. Rohan is voiced by Sakurai Takahiro who also voices Reigen. Tsukki's voice actor is Uchiyama Kouki.
