Its never stated outright this part, but Dio had a huge advantage being a vampire with stopping time. Stopping time puts a massive strain on the user and rapidly tired them out. Dio being a vampire meant he ignored this effect. Jotaro on the other hand can't spam time stops as easily

it is true that vampries + stands = broken ass character and that only becomes more clear as the series goes on (as we learn more about how you get stands and their mechanics) and this leads to no more vamps and therefore no more hamon in the series.

You guys are gonna love next episode. Most everything you're discussing here gets introduced in the next episode, along with a really lovable character and a really powerful stand, a mention of Dio, which is always a plus.
