It's not possible to tell that conjured objects are made of nen, so Kurapika won't be able to tell the the bodies are fake even if he uses Gyo. And when someone is being manipulated it doesn't neccesarily mean you can tell they're being manipulated, even if you use Gyo.

The creator has mentioned in some interviews that he definitely falls more into the discovery category. He creates characters and environments, then lets the characters react and make the story. Obviously not everything is freestyle, but more than you may expect.
