Yularen was the ISB commander you were thinking of... he was a recurring character as a Republic Admiral in Clone Wars (and the narrator for the openings), and later became the head of the ISB once the Empire took over. He's also in a couple episodes of Rebels in his ISB position, and is a background character in the boardroom scene of A New Hope.
