I think there are some production reasons to keep Koby (Garp) present throughout the season instead of just episode 1. It gives them a decent B plot that Netflix loves to have and gives those actors a more consistent shooting schedule while laying off how much the main cast has to do. ~~story spoilers past this point~~ Beyond that, not everyone watching has read the manga or watched the anime. If/when we get to Koby showing up again they want new fans to go, "Oh, it's Koby!" instead of "Who tf is this?" and he needs more presence than what episode 1 gave him to do that. Also Jacob is correct, BB shows up well after Loguetown.

Okay, I’ve watched through the Zou Arc of the One Piece anime, and am vaguely familiar with some main bits of Whole Cake Island, but I haven’t read any of the manga. Can anyone explain what the “black pages” are that y’all keep referencing without major manga spoilers?

The black pages are just the flashbacks. in some manga, flashbacks are printed with a black border.
