These kind of peasant outfit is called noragi and was worn all over Japan until the end of WWII.

Usually we don't want to talk about that kind of outfit because it's accompanied by hard and dirty works and a severe discrimination against  peasants in old Japan.   But some region like Kyoto and Shizuoka, they 're well known for their artistic looks and even now they're often worn in festivals and tourism events:)
