I always thought it was a bit out of character the way Adama and the president reacts in this episode. I think they kinda had to do it for the plot. But knowing them, I feel it shouldn't have come to that. I feel realistically, being the type of people they are shown to be, they would have done something way before it got out of hand. Maybe it would have taken some more time to resolve, but they definitely would have tried their best to work something out, without the need for strikes and such, specially knowing there were kids involved as well AND specially since the solution isn't something extraordinary or unheard of... Swap people around and give them breaks.

Regarding the mutiny accusation - One of the biggest differences between civilians and military is the freedom of choice. As a civilian, you have the choice to work or not, to strike and so on. In the military, you have committed to obey the lawful order of those appointed over you. Refusal of a lawful order can be considered as mutiny. The deck gang are refusing to follow orders from their superiors (above Chief Tyrol), and that is something that someone like Admiral Adama simply can't allow. If he does, what's to stop someone else from just refusing an order down the line? What would that cost in lives? As he said in one of the earliest episodes, "When we make mistakes, people die. There aren't many of us left." In that respect, Adama was absolutely not bluffing. He can't think about the individual when he carries the survival of the species on his shoulders. Unfortunately, that mindset goes against our very nature as human beings, so that is also something that weighs on him. It's subtle, but you can see the relief in Adama's eyes when Tyrol agrees to back down. As far as the refinery workers, they aren't military. However, Tyrol's deck gang very much are. That's a key difference. It would have just been Tyrol if he hadn't involved the rest of the gang on that flight deck. By pulling them into the strike, though, that forced Adama into having to deal with the matter directly.

100%. I think what gets missed in the reactions is the line drawn between military and civilian. BSG does both sides of the equation justice in showing both and not saying one is "right".
