In retrospect, it makes a lot of sense that Sage would plan it like that. Fake Annie killing the president is perfect in every way, because it allows them to both blame starlighters AND deep state CIA, Starlight the CIA agent killing the president and having standing orders to kill the VP as well.

You say Butcher doesn't wanna do it... to be fair, and pun fully intended, I think he's literally of two minds on the subject... before he got to know some of the Sups he totally 100% would have traded his life for killing every one... think of him in season 1... but that was the side that came back from the war/special ops stuff and was a very warped version... the guy that was married to Becca before she "died" on the other hand is the voice he's hearing from Becca in his head now I think... Plus... fun fact, it was stated that temp V can cause schizophrenia and I imagine that full on compound V can do the same which might explain Homelander's mirror issue (that combined with the childhood trauma of course)
