Sifo-Dyas was ahead of his time in regards of predicting a Republic war. So he ordered the clones. Dooku and Palpy found out and killed Sifo-Dyas. It also explained how they implemented those chips earlier this season.

Fun fact about Palpatine force choking Dooku in this episode, Palpatine was on Coruscant, the capital of the republic in the galactic core. Dooku would have been on Serenno, a planet in the outer rim. That means Palpatine was ragdolling Dooku from a distance approximately equal to half the galaxy away. To say that Palpatine is powerful is an understatement.
