rulers of the underworld. shady stuff like drugs contraband/black market illegal weapons that doffy was selling . things such as prostitutions and shady type of things the people at the head of these dark business will be attending big moms tea party. this shows how deep in the criminal/ pirate game she is.

In the anime it's obvious it's ceaser but in the manga oda kinda tried to hide who it actually was by having dark shading around his body
