It’s not really that Sanji’s “will” was too strong to be completely controlled by Moria, it’s moreso that his innate personality was too contradictory with Moria’s orders. Cause in one piece the shadow is only your second soul which has your personality and attack strength. It doesn’t have your life force or will, since the straw hats and others survive after losing their shadow. All that stuff is probably in the first soul, aka the more “traditional” life force soul we think about.

You'll notice different motivations from luffy and moria. Luffy says: I will be king of the pirates, where moria looks at his underlings and says: Make me king of the pirates. He doesn't actually want to put the work into the goal where Luffy does.
