Speaking as someone who has trouble getting up in the morning. It's important to talk the person through getting out of bed, when you give them a wakeup call. Tell them to sit up, then instruct them to either get dressed or go to the bathroom. Doing those sorts of things after just waking up, tends to get the brain and muscles moving. So they don't just go back to sleep.
