Ruby only got 8% of the Gravitonium infused into her (that's what the machine does), and it's this that gave her powers. Talbot just got the entirety of the rest of the 92% put into him, he is now vastly more powerful than she was. Ruby was never a threat to the planet - it was an execution, and one that allowed the loop to continue as it should by letting her mom get away and have a reason to send the aliens to them for revenge.
