I'm saying this as someone who LOVES Spike as a character - he's not a good guy. There is a difference between Cordy and Spike. She has a soul while he is literally soulless. If the chip was removed, he might not harm Buffy or the Scoobies (because in his mind, his alliance have shifted from Angelus/Dru/Darla to Buffy/the Scoobies, much like his affections have shifted from Dru to Buffy) but he would have zero problems going out and killing a few innocents for dinner. And the moment his affections for Buffy shifts to someone else, who knows what he might do. While he loves Buffy (as Dru have said, vampires CAN love even while soulless though there's an argument to be made whether it's real love or just obsession based on what we've seen from Spike), he also has no moral compass in him to give him any empathy for what's good or bad. I LOVE his relationship with Dawn and Joyce, but Spike was only ever good to them because his alliance has shifted to Buffy (for now). The chip isn't a replacement soul. If it was taken out, he'd be killing people left and right. As we've also seen, he's stated multiple times that he misses doing that.
