Yeah, this episode is mostly a setup for next season with Piper's pregnancy and Cole being whatever he is now. I think it was a bit rushed for the Piper pregnancy thing, like they should have mentioned her fertility issues way sooner this season for it to be resolved in the finale, but it's fine. Piper did say that it wasn't IMPOSSIBLE, just harder. And this is a magical baby, after all. Maybe it's a miraculous baby 🤣 And I do think, for me, that regular non-Source Cole was never truly good. He had a soul as Balthazor and had no issues killing people. He TRIED to be good for Phoebe but even that wasn't a lasting thing (an example is back in s3 when Cole and Prue went back in time to save that time loop town and they cosplayed cowboys, Cole ended up killing a man. He wasn't a good man, but Cole still murdered him. And immediately laughed about it. Prue even said "once a demon, always a demon"). It makes sense to me that he would steal the powers to get back to Phoebe.

If you think about how many times over the course of the season they mentioned Piper and Leo working on starting their family, you'll see that they were heading in this direction the entire season. Going way back to when Paige rented the robo-baby, and Piper's maternal instincts first started manifesting themselves when she and Leo had to save a firestarter from being turned into a henchman for the Source. Do you recall one of the earlier episodes of the season where Leo swept Piper up into his arms and orbed them up to their bedroom so they could get a headstart on creating that family they'd just been talking about. There were mentions here and there throughout the season that you might have missed because you were still too distracted by your Paige hate back then. Which is still pretty nice to see you doing a total 180 on. But yeah - while we were watching this during its original airing, it was pretty common knowledge that Piper would end up getting pregnant with that little girl we saw her have in the future. But we also saw that the future she went to where she saw that little girl also had Prue, and so who knows what else could have changed from that future. Including Piper's ability to have a baby, which the last episode called into question for everyone. I was glad they didn't have us stress over it THAT long because everyone was over Piper getting screwed over by that point. We needed our girl to have a win finally, and we were only too happy to hear the news when it was revealed in this finale.
