Brian you are absolutely right. The Queen was given Galadriel (the Elf) a ship that would take her to middle Earth. Her alone. She believed that because there was so much civil unrest the last time her father tried to get back with the Elves. That the doom (the Wave) was from them joining forces with the Elves. So she was sending her away. Quick and neat. Seeing her near the ship that would take her away, and the leaves starting to fall, convinced her that she had it wrong. That forsaking that bond would be one of the things that lead to their destruction. So she signaled to have the smaller boat bring her back. Off camera she would have talked others formulated a plan of what to do, and then announce that plan (we see that).
