I love the fact you immediately understand the implications of revelations in this show. Yes, God put Chloe in Lucifer's path as the Goddess indicated. And if you remember in one of the early episodes of season 1, even Lucifer asked Chloe "did my father send you", but he said it as sort of a joke. That is why it is important to listen very carefully to all the dialogue, as tiny hints that link to future events are placed all over the place, in this complex and intricate tapestry of story threads.
